The Hoover Dam Scenario

The Hoover Dam is the central point of the water system of the South West United States. The Hoover Dam is the source of 75% of California's agricultural water.

The Hoover Dam is within range of the Chinese CSS-4, the North Korean Taepo Dong II missile, and a wide array of Russian ICBMs.

An attack on Hoover Dam would result in the immediate loss of some 5,000 Americans. Nearby Las Vegas, with a population of 450,000, would experience some fallout from the blast that could well lead to subsequent radiation poisoning and death.

The purpose of attacking the Hoover Dam is to destroy a strategic resource of the United States: water. Without the Hoover Dam, much needed water resources will have to be diverted from Northern California (itself a target) to supply cities in the South West dependent on the Hoover Dam water system.
